The session also covered several core components of the project, including opening remarks for the annual orientation, a review of first-year plans versus progress and an overview of second-year activities. In addition, detailed discussions were held on mediation mechanisms, investigation processes, litigation strategies, communication and branding approaches.
Through this coordination meeting, ASK reinforced its commitment to improving programme coherence, accountability and impact.
ASK is implementing the EngageNow project under the “Nagorikota: Civic Engagement Fund (CEF)” programme with support from the Embassy of Switzerland, Global Affairs Canada (GAC) and European Union (EU).

According to information published by Samakal Online on 19 April 2026, Yunus Fakir was detained by DB police on suspicion of stealing money belonging to the Officer-in-Charge (OC) of the Pirojpur District DB. It is alleged that he was subjected to severe physical torture, including beatings and electric shocks, as well as inhuman and degrading treatment. There are also allegations that pressure was exerted on his family to extract money. The nature of the physical and psychological abuse reported in this incident constitutes not only a grave violation of human rights but also a serious abuse of state power.

Articles 31, 32 and 35(5) of the Constitution of Bangladesh clearly guarantee the rights to life, personal liberty and freedom from torture. As a State Party to the United Nations Convention Against Torture (UNCAT), Bangladesh is also bound by its international commitments, which have been clearly violated in this case. Furthermore, under the Torture and Custodial Death (Prevention) Act, 2013, custodial torture is a serious criminal offence requiring immediate legal action against those responsible.

ASK believes that such brutality is not an isolated incident but rather reflects a long-standing culture of impunity and lack of accountability. In this context, ASK urges the concerned authorities to take the following urgent measures:

Initiate immediate legal proceedings under the Torture and Custodial Death (Prevention) Act, 2013 against the members of law enforcement accused of torture, including filing cases, making arrests and ensuring due process.
Ensure the full safety and security of the victim, Md. Yunus Fakir and provide comprehensive and quality medical treatment under state supervision so that he may recover and return to a normal life.
Provide appropriate compensation to the victim as part of ensuring justice, which should reflect not only redress but also the State’s acknowledgment of responsibility.
Strengthen effective training for law enforcement personnel on human rights, legal limitations and professional ethics and establish a robust accountability framework to prevent recurrence of such incidents in the future.

Respect for human rights and the rule of law are fundamental pillars of a democratic state. ASK calls upon the relevant authorities to take prompt, visible and effective measures to prevent the recurrence of such cruel and inhuman acts.

পিরোজপুরে নাগরিককে ডিবি পুলিশের নির্যাতন: আইন ও সালিশ কেন্দ্র (আসক) এর গভীর উদ্বেগ ও তীব্র নিন্দা

পিরোজপুরে পুলিশ মেসের তত্ত্বাবধায়ক মো. ইউনুস ফকিরের ওপর গোয়েন্দা পুলিশ (ডিবি) সদস্যদের দ্বারা সংঘটিত নৃশংস নির্যাতনের ঘটনায় গভীর উদ্বেগ ও তীব্র নিন্দা জানাচ্ছে আইন ও সালিশ কেন্দ্র (আসক)।

১৯ এপ্রিল ২০২৬ তারিখে সমকাল অনলাইনে প্রকাশিত তথ্য অনুযায়ী, পিরোজপুর জেলা ডিবি পুলিশের  ওসির টাকা চুরি সন্দেহে ইউনুস ফকিরকে আটক করে শারীরিকভাবে নির্মম নির্যাতন চালায় ডিবি সদস্যরা। অভিযোগ রয়েছে, তাকে মারধর, বৈদ্যুতিক শক প্রদানসহ অমানবিক ও অবমাননাকর আচরণ করা হয়। এমনকি তার পরিবারের কাছ থেকে অর্থ আদায়ের জন্য চাপ প্রয়োগের ঘটনাও ঘটেছে । ইউনুস ফকিরকে যে ধরনের শারীরিক ও মানসিক নির্যাতনের অভিযোগ উঠে এসেছে, তা শুধু মানবাধিকারের চরম লঙ্ঘন নয়,বরং রাষ্ট্রীয়  ক্ষমতার ভয়াবহ অপপ্রয়োগের দৃষ্টান্ত।

বাংলাদেশের সংবিধানের ৩১, ৩২ এবং ৩৫(৫) অনুচ্ছেদে নাগরিকের জীবন, ব্যক্তিস্বাধীনতা এবং নির্যাতনমুক্ত থাকার অধিকার সুস্পষ্টভাবে সুরক্ষিত। একই সঙ্গে জাতিসংঘের নির্যাতনবিরোধী কনভেনশন (UNCAT)-এর রাষ্ট্রপক্ষ হিসেবে বাংলাদেশ যে আন্তর্জাতিক অঙ্গীকার করেছে, এ ঘটনায় তাও স্পষ্টভাবে লঙ্ঘিত হয়েছে। এ ছাড়াও নির্যাতন এবং হেফাজতে মৃত্যু (নিবারণ) আইন, ২০১৩ অনুযায়ী হেফাজতে নির্যাতন একটি গুরুতর ফৌজদারি অপরাধ, যার ক্ষেত্রে দায়ীদের বিরুদ্ধে অবিলম্বে আইনগত ব্যবস্থা গ্রহণ বাধ্যতামূলক।

আইন ও সালিশ কেন্দ্র (আসক) মনে করে, এ ধরনের বর্বরতা কেবল একটি বিচ্ছিন্ন ঘটনা নয়; বরং এটি দীর্ঘদিনের দায়মুক্তির সংস্কৃতি এবং জবাবদিহিতার ঘাটতির একটি প্রতিফলন। এ প্রেক্ষাপটে আসক সংশ্লিষ্ট কর্তৃপক্ষের প্রতি নিম্নোক্ত বিষয়গুলো জরুরি ভিত্তিতে বিবেচনার আহ্বান জানাচ্ছে-

১। নির্যাতনের অভিযোগে সংশ্লিষ্ট আইনশৃঙ্খলা বাহিনীর সদস্যদের বিরুদ্ধে নির্যাতন এবং হেফাজতে মৃত্যু (নিবারণ) আইন, ২০১৩ এর আওতায় অবিলম্বে মামলা দায়ের, গ্রেপ্তার এবং বিচার প্রক্রিয়া শুরু করতে হবে।

২। নির্যাতনের শিকার মো. ইউনুস ফকিরের সার্বিক নিরাপত্তা নিশ্চিত করা এবং তার জন্য রাষ্ট্রীয় তত্ত্বাবধানে পূর্ণাঙ্গ ও মানসম্মত চিকিৎসা ব্যবস্থা গ্রহণ করা আবশ্যক ; যাতে তিনি সুস্থ ও স্বাভাবিক জীবনে ফিরে যেতে পারেন।

৩। ভুক্তভোগীর প্রতি ন্যায়বিচারের অংশ হিসেবে উপযুক্ত ক্ষতিপূরণ প্রদান করতে হবে, যা কেবল প্রতিকারমূলক নয়, বরং রাষ্ট্রের দায় স্বীকারের একটি গুরুত্বপূর্ণ প্রতিফলন।

৪। আইনশৃঙ্খলা বাহিনীর সদস্যদের জন্য মানবাধিকার, আইনি সীমাবদ্ধতা এবং পেশাগত নৈতিকতা বিষয়ে কার্যকর প্রশিক্ষণ জোরদার করা এবং একটি শক্তিশালী জবাবদিহিতামূলক কাঠামো গড়ে তোলা অপরিহার্য, যাতে ভবিষ্যতে এ ধরনের ঘটনার পুনরাবৃত্তি রোধ করা যায়।

মানবাধিকারের প্রতি শ্রদ্ধা ও আইনের শাসন নিশ্চিত করা একটি গণতান্ত্রিক রাষ্ট্রের মৌলিক ভিত্তি। এ ধরনের নির্মম ও অমানবিক ঘটনার পুনরাবৃত্তি রোধে সংশ্লিষ্ট কর্তৃপক্ষের পক্ষ থেকে দ্রুত, দৃশ্যমান এবং কার্যকর পদক্ষেপ গ্রহণের আহ্বান জানাচ্ছে আইন ও সালিশ কেন্দ্র (আসক)।
