According to media reports, more than one hundred families living in an Ashrayan Project in Dumuria Upazila, Khulna, have had their homes damaged after soil excavated during river re-excavation works was dumped beside and on top of their houses, rendering their homes unsafe for habitation. Ain o Salish Kendra (ASK) expresses its deep concern over this incident.<\/p>\n
ASK believes that while river re-excavation is an important initiative undertaken in the public interest, no development project should be implemented in a manner that jeopardises people’s lives, housing, safety, or dignity. According to the reported information, the weight of the excavated soil has caused cracks in houses, damaged tube wells and sanitation facilities and left many families living in fear and uncertainty. These incidents indicate shortcomings in project planning, inadequate risk assessment and a failure to give due consideration to the rights and safety of the affected communities during project implementation.<\/p>\n
It is particularly alarming that families who were previously landless and homeless and were rehabilitated through state support are once again facing the risk of displacement and insecure living conditions. The fact that one government development project has undermined another state-led rehabilitation initiative reflects a serious failure of administrative coordination.<\/p>\n
Article 15 of the Constitution of the People’s Republic of Bangladesh places responsibility on the State to ensure the fulfilment of citizens’ basic necessities, while Articles 31 and 32 guarantee the right to the protection of the law and the right to personal security. Likewise, the Universal Declaration of Human Rights recognises the right to adequate, safe and dignified housing as a fundamental human right. It is therefore the responsibility of the State to respect, protect and fulfil these rights.<\/p>\n
ASK calls upon the relevant authorities to immediately conduct an impartial investigation into the damage caused to the Ashrayan Project, undertake a comprehensive assessment of the losses, repair or reconstruct the houses identified as being at risk and restore the damaged tube wells and sanitation facilities without delay.<\/p>\n
