Ain o Salish Kendra (ASK) expresses grave concern over the recent deaths of two citizens in the custody of law enforcement agencies in Sylhet and Moulvibazar. Such incidents pose a direct threat to citizens’ right to safety while in state custody.

According to media reports, the body of Tanvir Chowdhury was recovered while under the custody of RAB-9 in Sylhet. He was arrested on September 13 from Jaintapur and later taken to the RAB-9 office, where authorities claim he committed suicide on the night of September 14. Meanwhile, on September 15, the body of Mokaddes Mia was found hanging inside a Police Bureau of Investigation (PBI) cell in Moulvibazar.

ASK notes with alarm that custodial deaths are occurring with disturbing frequency in Bangladesh. In addition to the recent cases, reports indicate at least seven citizens have died in police or law enforcement custody since the beginning of 2025, including incidents in Cox’s Bazar, Dhaka, and Kishoreganj.

ASK affirms that every custodial death constitutes a gross violation of human rights and highlights the absence of accountability among law enforcement agencies. Such incidents erode public trust in the justice and security system and undermine the constitutional guarantee of life and human dignity.

A recurring concern is the lack of proper evidence-gathering and monitoring. Authorities often claim that sensitive detention areas do not have CCTV surveillance, which is deeply troubling and raises questions about responsibility and accountability.

ASK strongly reiterates its demand for proper, independent, and impartial investigations into every custodial death, including the recent incidents in Sylhet and Moulvibazar. Those responsible must be held to account and brought to justice. Effective measures must also be taken to prevent recurrence of such incidents in the future.

ASK firmly believes that custodial deaths can never be acceptable. The state has both a constitutional obligation and a fundamental human rights duty to ensure the protection of every citizen’s life and dignity.

সিলেট ও মৌলভীবাজার জেলায় আইন শৃঙ্খলা রক্ষাকারী বাহিনীর হেফাজতে দুই নাগরিকের মৃত্যুর ঘটনায় আইন ও সালিশ কেন্দ্র (আসক) গভীর উদ্বেগ প্রকাশ করছে। এ ধরনের ঘটনাসমুহ আইন শৃঙ্খলা রক্ষাকারী বাহিনীর হেফাজতে নাগরিকের নিরাপত্তা বিষয়ক অধিকারকে হুমকির মূখে ফেলছে।

গণমাধ্যম সূত্রে জানা যায়, সিলেটে র‌্যাব-৯ এর হেফাজতে থাকা তানভীর চৌধুরীর মৃতদেহ উদ্ধার করা হয়েছে। ১৩ সেপ্টেম্বর সিলেটের জৈন্তাপুর থেকে তাকে গ্রেফতার করে র‌্যাব-৯ অফিসে নিয়ে যাওয়া হয়। সেখানেই ১৪ সেপ্টেম্বর রাতে তিনি গলায় কম্বল পেঁচিয়ে আত্মহত্যা করেছেন বলে র‍্যাব সংশ্লিষ্ট কর্তৃপক্ষ দাবি করেছেন। অন্যদিকে, ১৫ সেপ্টেম্বর মৌলভীবাজারে পুলিশ ব্যুরো অব ইনভেস্টিগেশন (পিবিআই) হাজতখানার একটি কক্ষে মোঃ মকদ্দুছ মিয়া নামে একজন আসামীর ঝুলন্ত লাশ উদ্ধার করা হয়েছে।

আইন ও সালিশ কেন্দ্র (আসক) গভীর উদ্বেগের সাথে লক্ষ্য করছে যে, সাম্প্রতিক সময়ে দেশে থানা হেফাজতে মৃত্যুর ঘটনা প্রায়শ ঘটছে। গত আগস্টে কক্সবাজারে চকরিয়া থানায় দুর্জয় চৌধুরী, জুলাই মাসে ঢাকার ভাটারা থানায় ফিরোজা আশরাভী এবং জুন মাসে কিশোরগঞ্জে কোটিয়াদী থানায় ফিরোজা বেগমসহ চলতি বছরের শুরু থেকে অন্তত ৭ নাগরিক আইন শৃঙ্খলা বাহিনীর হেফাজতে মৃত্যুবরণ করেছেন।

আইন ও সালিশ কেন্দ্র (আসক) মনে করে , আইন শৃঙ্খলা রক্ষাকারী বাহিনীর হেফাজতে মৃত্যুর প্রতিটি ঘটনা সরাসরি মানবাধিকারের লঙ্ঘন এবং রাষ্ট্রের আইন প্রয়োগকারী সংস্থার জবাবদিহিতার অভাবকে স্পষ্টভাবে প্রতিফলিত করে। এ ধরনের ঘটনা জনগণের মধ্যে নিরাপত্তা ব্যবস্থার প্রতি আস্থা ক্ষুণ্ণ করে এবং সংবিধান প্রদত্ত জীবন ও মানবিক মর্যাদার মৌলিক অধিকারকে বাধাগ্রস্ত করে ।

প্রায়শই লক্ষ্য করা যায়, আইন শৃঙ্খলা রক্ষাকারী বাহিনীর হেফাজতে মৃত্যুর মতো গুরুতর অভিযোগের ক্ষেত্রে প্রমাণ সংগ্রহের যথাযথ প্রক্রিয়া নিশ্চিত হয় না। অধিকাংশ ক্ষেত্রে কর্তৃপক্ষ উল্লেখ করে যে, হাজতের মত গুরুত্বপূর্ণ স্থানে সিসিটিভি ক্যামেরা নেই। এমন সংবেদনশীল ও তাৎপর্যপূর্ণ স্থানে পর্যাপ্ত নজরদারি না থাকা অত্যন্ত উদ্বেগজনক এবং এটি আইনশৃঙ্খলা রক্ষাকারী বাহিনীর জবাবদিহি ও দায়িত্বশীলতা নিয়ে প্রশ্নের সৃষ্টি করে।

আইন ও সালিশ কেন্দ্র (আসক) দৃঢ়ভাবে পুনর্ব্যক্ত করছে যে, হেফাজতে মৃত্যুর প্রতিটি ঘটনার যথাযথ, স্বাধীন ও নিরপেক্ষ তদন্ত নিশ্চিত করা এবং সংশ্লিষ্টদের জবাবদিহির আওতায় এনে শাস্তি প্রদান করা অপরিহার্য। সিলেট ও মৌলভীবাজারের সাম্প্রতিক ঘটনাসহ ইতিপূর্বে সংঘটিত সকল হেফাজতে মৃত্যুর নিরপেক্ষ তদন্ত এবং ভবিষ্যতে এ ধরনের ঘটনার পুনরাবৃত্তি রোধে কার্যকর পদক্ষেপ গ্রহণের জন্য জোর দাবি জানাচ্ছে।

আইন ও সালিশ কেন্দ্র (আসক) দৃঢ়ভাবে বিশ্বাস করে, কোনো অবস্থাতেই হেফাজতে মৃত্যু গ্রহণযোগ্য নয়। রাষ্ট্রের সংশ্লিষ্ট প্রতিটি প্রতিষ্ঠানকে এই বিষয়ে দায়িত্বশীলতা প্রদর্শন করতে হবে। নাগরিকের জীবন ও মর্যাদা সুরক্ষিত রাখা কেবল সংবিধানগত বাধ্যবাধকতাই নয়, বরং মানবাধিকারের মৌলিক শর্ত।
