Monitoring, Knowledge and Learning (MKL) Section
A major focus of ASK’s initiatives is to build ASK as a strong and capable organization and to support other organizations and community to protect human rights. Institution building, capacity development and result oriented operation were prioritized. Four strategically important sections manage ASK’s institutional development activities and ensure smooth functioning of the organization. Monitoring, Knowledge & Learning (MKL) section is one of them.
MKL was established in 2007. Previously it was named as Planning, Monitoring and Evaluation (PME) section. In 2017, it was renamed as MKL. The major responsibilities of this Unit are leading the planning process, reporting, programme monitoring & evaluation, set up & implement Result based Monitoring system and Management Information System (MIS), knowledge management and liaising with donors. Therefore, this section works with both the programme (including PNGOs, and other stakeholders) as well as ASK’s management team.
Planning
It prepares project proposals with the assistance of prog., gather information about new donor and their requirements, prepare annual operation plans and revolving plans.
Reporting and Accountability
MKL collect, compile and prepare all required reports for Deputy Commissioner (DC) of Dhaka District office, NGOAB, Executive Committee of ASK, bi-annual, annual report, country strategy monitoring and result framework report for donors, and monthly quantitative progress reports for ASK management. Assist the external writer to prepare the annual report for the organization and sometimes prepare the report by unit staff.
Monitoring and Evaluate Programme
Regularly monitors the implementation of ASK’s programme, review and develop different formats/tools of monitoring, prepare monitoring reports for management, follow up the monitoring findings, provides support in the process and finalization of report of baseline survey, internal/external evaluation, assessment, appraisal exercises, fill-up and submit different evaluation and assessment (online/offline) formats for donor partners/other agencies
Implement Result based Monitoring system and Management Information System (MIS) and capacity building
MKL is also responsible for the development and administration of tools and instruments for monitoring, supervision, maintaining the MIS and setting up/implement RBM system. MKL also build capacity of prog. staff for implementation of RBM and MIS.
Knowledge Management and Learning
MKL process, analyze and interpret the information gathered during the programme implementation to draw key lessons learning. Initiate sharing of internal learning among staff members.
External Communication and Dissemination
MKL maintain regular liaison with donors (under the Supervision of the ED, ASK), negotiate and assist donor partners to finalize agreements/contract, develop ToR for consultants ofr baseline survey/ mid-term/final evaluation/writer of annual report, RBM, MIS etc., and prepare presentations on ASK and its programmes for workshops and meetings of development partners and others.
