Ain o Salish Kendra (ASK) has expressed deep concern over the government’s decision to cancel the recruitment of music and physical education teachers in government primary schools. ASK believes that this decision is an undesirable and regressive step in the context of improving the quality of education and fostering humanistic values.

In an explanatory note issued to the media yesterday, the government stated that the initial plan to recruit an equal number of music and physical education teachers in approximately 2,500 clusters across the country was canceled based on the recommendation of the Secretary Committee. The committee argued that recruiting such a limited number of teachers would not yield effective results and could lead to inequality. It was also mentioned that, given there are currently 65,569 government primary schools in the country, implementing this recruitment structure is not feasible at this stage. The government added that the creation of such new teaching positions could be considered later, subject to the availability of financial resources.

ASK believes that, although the government’s explanation may appear logical on the surface, in reality, the decision seems to be more influenced by political pressure than by planning limitations. If there were flaws in the plan, they should have been addressed through rational and long-term strategies, not by cancellation. It is worth noting that since the publication of the Primary Teacher Recruitment Rules 2025 on August 28, several religion-based political parties and groups have openly opposed the recruitment of music teachers, demanding instead the appointment of “religious teachers.” These groups also issued ultimatums to the government through meetings, rallies and demonstrations, calling for the decision to be revoked.

ASK urges the government to reconsider this decision and to adopt a practical plan to gradually appoint music and physical education teachers in every primary school in the country. Education policy should never be influenced by religious or political pressure, but rather be guided by logic, foresight and humanistic values.

সরকারি প্রাথমিক বিদ্যালয়ে সঙ্গীত ও শারীরিক শিক্ষা বিষয়ে শিক্ষক নিয়োগ বাতিলের সিদ্ধান্তে উদ্বেগ প্রকাশ করেছে আইন ও সালিশ কেন্দ্র (আসক)। আসক মনে করে, এই সিদ্ধান্ত শিক্ষার মানোন্নয়ন ও মানবিক মূল্যবোধ গঠনের ক্ষেত্রে একটি অনভিপ্রেত ও পশ্চাৎমুখী পদক্ষেপ।

গতকাল গনমাধ্যমে দেয়া বিজ্ঞপ্তির মাধ্যমে সরকার এ প্রসঙ্গে এক ব্যাখ্যায় জানিয়েছে, দেশে প্রায় আড়াই হাজার ক্লাস্টারে সমসংখ্যক সঙ্গীত ও শারীরিক শিক্ষা শিক্ষক নিয়োগের প্রাথমিক পরিকল্পনা সচিব কমিটির সুপারিশে বাতিল করা হয়েছে, কারণ সীমিত সংখ্যক শিক্ষক নিয়োগের ফলে কার্যকর সুফল পাওয়া যাবে না এবং এতে বৈষম্য সৃষ্টি হতে পারে। বর্তমানে দেশে ৬৫,৫৬৯টি সরকারি প্রাথমিক বিদ্যালয় রয়েছে,যার মধ্যে এই নিয়োগ কাঠামো বাস্তবায়ন করা সম্ভব নয়। এ ছাড়া পরে অর্থের সংস্থান সাপেক্ষে সব স্কুলে এ রকম নতুন বিষয়ের শিক্ষকের পদ সৃষ্টি এবং সেসব পদে নিয়োগের বিষয়টি বিবেচনা করা যেতে পারে।

আইন ও সালিশ কেন্দ্র (আসক) মনে করে, আপাত দৃষ্টিতে সরকারের এই ব্যাখ্যা যুক্তিসংগত মনে হলেও বাস্তব প্রেক্ষাপটে এটি পরিকল্পনার ঘাটতির চেয়ে বেশি রাজনৈতিক চাপের ফলাফল। পরিকল্পনার ত্রুটি থাকলে তার সমাধান হওয়া উচিত ছিল যুক্তিসংগত ও দীর্ঘমেয়াদি পরিকল্পনার মাধ্যমে; সেটি বাতিল করে নয়। এখানে উল্লেখ্য গত ২৮ আগস্ট প্রাথমিক শিক্ষক নিয়োগ বিধিমালা ২০২৫ প্রকাশের পর থেকেই ধর্মভিত্তিক বিভিন্ন রাজনৈতিক দল ও গোষ্ঠী প্রকাশ্যে সংগীত শিক্ষক নিয়োগের বিরোধিতা করে এবং তার পরিবর্তে “ধর্ম শিক্ষক” নিয়োগের দাবি তোলে। পাশাপাশি গোষ্ঠীটি বিভিন্ন সভা, সমাবেশ ও বিক্ষোভ কর্মসূচিতে সরকারকে সিদ্ধান্ত পরিবর্তনের আলটিমেটাম দেয়।

আইন ও সালিশ কেন্দ্র (আসক) সরকারের প্রতি আহ্বান জানাচ্ছে,এই সিদ্ধান্ত পুনর্বিবেচনা করে দেশের প্রতিটি প্রাথমিক বিদ্যালয়ে ধীরে ধীরে সঙ্গীত ও শারীরিক শিক্ষা বিষয়ক শিক্ষক নিয়োগ করার বাস্তবসম্মত পরিকল্পনা গ্রহণ করা হোক। শিক্ষা বিষয়ক যে কোন নীতি কোনোভাবেই ধর্মীয় বা রাজনৈতিক চাপের প্রভাবে নয়, বরং যুক্তি, সুদূরপ্রসারী দৃষ্টিভঙ্গি ও মানবিক মূল্যবোধের ভিত্তিতে প্রণীত হওয়া উচিত।
