The continued killing of unarmed Bangladeshi civilians by gunfire from the Indian Border Security Force (BSF) in border areas is deeply alarming, inhumane and strongly condemnable. Despite years of bilateral discussions, engagements at various levels and repeated assurances, the persistence of such loss of life at the border represents not only a grave violation of human rights but also stands in stark contradiction to the historical friendship and mutual trust between the two neighbouring countries.

Ain o Salish Kendra (ASK) firmly asserts that the use of lethal force against unarmed civilians is in no way justifiable or acceptable. Such incidents repeatedly undermine international human rights standards, principles of just border management and the prior commitments made by both countries. The protection of life and security of people living in border regions is a shared responsibility of both Bangladesh and India, any failure to uphold this responsibility is deeply concerning.

According to ASK’s documentation, at least 28 Bangladeshi citizens have been killed by the Indian Border Security Force in border areas between January and 29 November 2025. Each of these killings must be subjected to impartial investigation and those responsible must be held accountable. At the same time, it is imperative that border management practices move away from the use of lethal weapons and instead reflect humanity, restraint and respect for international standards, in line with the joint commitments of both states.

Ain o Salish Kendra (ASK) calls upon the Government of India and the people of India to take visible and effective measures to end these inhumane killings, in the interest of preserving friendly bilateral relations, upholding human rights values and ensuring regional stability. Ensuring peace and human security along the border is not merely a matter of policy, it is a reflection of mutual respect and solidarity between the peoples of both countries. ASK urges India to demonstrate active and responsible leadership by prioritising the sanctity of human life and putting an end to the use of lethal force at the border.

সীমান্তে নিরস্ত্র বাংলাদেশী নাগরিক হত্যা: আইন ও সালিশ কেন্দ্র(আসক) এর গভীর উদ্বেগ ও তীব্র নিন্দা

সীমান্ত এলাকায় নিরস্ত্র বাংলাদেশি নাগরিকদের ভারতীয় সীমান্তরক্ষী বাহিনী (বিএসএফ)-এর গুলিতে ধারাবাহিকভাবে নিহত হওয়ার ঘটনা গভীর উদ্বেগজনক, অমানবিক এবং চরম নিন্দনীয়। বহু বছরের দ্বিপক্ষীয় আলোচনা, বিভিন্ন পর্যায়ের বৈঠক এবং আশ্বাস সত্ত্বেও সীমান্তে প্রাণহানির এই প্রবণতা অব্যাহত থাকা শুধুমাত্র মানবাধিকার লঙ্ঘন নয়, দুই প্রতিবেশী দেশের ঐতিহাসিক বন্ধুত্ব ও আস্থার সম্পর্কের সঙ্গেও সাংঘর্ষিক।

আইন ও সালিশ কেন্দ্র (আসক) দৃঢ়ভাবে জানাচ্ছে যে, নিরস্ত্র বেসামরিক নাগরিককে লক্ষ্য করে প্রাণঘাতী গুলি চালানো কোনোভাবেই যৌক্তিক বা গ্রহণযোগ্য হতে পারে না। এ ধরনের ঘটনার মাধ্যমে আন্তর্জাতিক মানবাধিকার মানদণ্ড, সীমান্ত ব্যবস্থাপনার ন্যায়নীতি এবং দুই দেশের পূর্ববর্তী অঙ্গীকার বারবার প্রশ্নবিদ্ধ হচ্ছে। সীমান্ত অঞ্চলে বসবাসকারী মানুষের জীবন ও নিরাপত্তা রক্ষায় বাংলাদেশ এবং ভারতের সমান দায়িত্ব রয়েছে এ দায়িত্ব পালনে যেকোনো ধরনের ব্যত্যয় অত্যন্ত হতাশাজনক।

আইন ও সালিশ কেন্দ্র (আসক) এর পরিসংখ্যান অনুযায়ী, ২০২৫ সালের জানুয়ারী থেকে ২৯ নভেম্বর পর্যন্ত কমপক্ষে ২৮ জন বাংলাদেশী নাগরিক সীমান্ত এলাকায় ভারতীয় সীমান্ত রক্ষীবাহিনী কর্তৃক নিহত হয়েছে। সীমান্তে বারবার ঘটে যাওয়া এ সকল হত্যাকাণ্ডের প্রতিটি ঘটনার নিরপেক্ষ তদন্ত ও দায়ীদের জবাবদিহির আওতায় আনা জরুরি। একই সঙ্গে, সীমান্ত  ব্যবস্থাপনায় প্রাণঘাতী অস্ত্র ব্যবহার পরিহার করে মানবিকতা, সংযম এবং আন্তর্জাতিক মানদণ্ডের প্রতি শ্রদ্ধাশীল থাকার মাধ্যমে দুই দেশের যৌথ প্রতিশ্রুতিকে বাস্তবে রূপ দেওয়া জরুরী।

ভারত সরকার ও ভারতীয় জনগণের প্রতি আইন ও সালিশ কেন্দ্র (আসক) এর আহ্বান-দুই দেশের বন্ধুত্বপূর্ণ সম্পর্ক, মানবাধিকার মূল্যবোধ এবং আঞ্চলিক স্থিতিশীলতার স্বার্থে এই অমানবিক হত্যাকাণ্ড বন্ধে দৃশ্যমান পদক্ষেপ গ্রহণ করা এখন সময়ের দাবি। সীমান্তে শান্তি ও মানবিক নিরাপত্তা নিশ্চিত করা কেবল নীতিগত অবস্থান নয়; এটি দুই দেশের জনগোষ্ঠীর পারস্পরিক সম্মান ও সংহতির প্রতিফলন। মানুষের জীবনের মর্যাদাকে অগ্রাধিকার দিয়ে সীমান্তে প্রাণঘাতী শক্তি প্রয়োগ বন্ধে ভারত যেন সক্রিয় ও দায়িত্বশীল ভূমিকা পালন করে এ প্রত্যাশা ব্যক্ত করছে আইন ও সালিশ কেন্দ্র (আসক)।
