Ain o Salish Kendra (ASK) expresses deep concern and strong condemnation over the attack on the central office of the Jatiya Samajtantrik Dal (JASAD) in Gulistan, Dhaka, during a scheduled central representatives’ meeting, the creation of a mob, the physical harassment of political activists attending the meeting and the subsequent detention of 289 people.

According to media reports, on 26 September, police conducted a raid at JASAD’s central office and detained 289 people. Police stated that the operation was carried out based on information that members of the Awami League and its affiliated organisations had gathered there. In contrast, JASAD stated that the gathering was a previously scheduled central representatives’ meeting organised after informing the relevant police officials. JASAD alleged that during the meeting, a large number of leaders and activists of Jubo Dal entered the office, created a mob and physically harassed its leaders and activists.

ASK believes that disrupting a scheduled meeting at a political party’s own office by creating a mob and allowing political activists to be physically harassed in the presence of police are wholly unacceptable. The footage broadcast live by the media, which reportedly showed senior Jubo Dal figures creating a mob and making provocative statements, is particularly concerning.

Article 37 of the Constitution of Bangladesh recognises the right to assemble peacefully, while Article 38 guarantees the right to form associations. Similarly, Articles 21 and 22 of the International Covenant on Civil and Political Rights (ICCPR) recognise the right to peaceful assembly and freedom of association, respectively. These rights are fundamental to political participation and freedom of expression in a democratic society.

It is worth noting that JASAD is a long-established and traditional political party in Bangladesh. Pluralism is an important feature of democracy, and respecting differing opinions is a fundamental pillar of democratic practice. Unless prohibited by law, the right of any political party to conduct peaceful organisational activities must be respected. An attack and the creation of a mob during a scheduled meeting at a political party’s own office not only violate the rights of the party concerned but also set a worrying precedent for the country’s democratic political space.

ASK demands a prompt, impartial and transparent investigation into the reported attack on the JASAD office, the creation of a mob and the physical harassment of political activists. All relevant evidence, including video footage broadcast by the media, must be examined, and those involved in the attack, incitement, violence or taking the law into their own hands must be brought to justice, regardless of their political affiliations.

রাজধানীর গুলিস্তানে জাতীয় সমাজতান্ত্রিক দল (জাসদ)-এর কেন্দ্রীয় কার্যালয়ে পূর্বনির্ধারিত কেন্দ্রীয় প্রতিনিধি সভা চলাকালে হামলা, মব সৃষ্টি, সভায় অংশ নেওয়া রাজনৈতিক কর্মীদের শারীরিকভাবে লাঞ্ছিত করা এবং পরবর্তীতে ২৮৯ জনকে আটকের ঘটনায় আইন ও সালিশ কেন্দ্র (আসক) গভীর উদ্বেগ ও তীব্র নিন্দা জানাচ্ছে।

গণমাধ্যমে প্রকাশিত প্রতিবেদন অনুযায়ী, ২৬ সেপ্টেম্বর জাসদের কেন্দ্রীয় কার্যালয়ে অভিযান চালিয়ে ২৮৯ জনকে আটক করে পুলিশ। পুলিশের ভাষ্য, সেখানে আওয়ামী লীগ ও এর অঙ্গসংগঠনের সদস্যরা জড়ো হয়েছেন-এমন তথ্যের ভিত্তিতে অভিযান পরিচালনা করা হয়। অন্যদিকে জাসদ এক বিবৃতিতে জানিয়েছে, এটি ছিল তাদের পূর্বনির্ধারিত কেন্দ্রীয় প্রতিনিধি সভা এবং সংশ্লিষ্ট পুলিশ কর্মকর্তাদের অবহিত করেই সভার আয়োজন করা হয়েছিল। জাসদের অভিযোগ, সভা চলাকালে যুবদলের বিপুলসংখ্যক নেতা-কর্মী কার্যালয়ে প্রবেশ করে মব সৃষ্টি এবং নেতা-কর্মীদের শারীরিকভাবে লাঞ্ছিত করে।

আইন ও সালিশ কেন্দ্র (আসক) মনে করে, কোনো রাজনৈতিক দলের নিজস্ব কার্যালয়ে পূর্বনির্ধারিত সভা চলাকালে মব তৈরি করে তা ভন্ডুল করা এবং পুলিশের উপস্থিতিতে রাজনৈতিক কর্মীদের শারীরিকভাবে লাঞ্ছিত হওয়ার ঘটনা কোনোভাবেই গ্রহণযোগ্য নয়। গণমাধ্যমে সরাসরি সম্প্রচারিত দৃশ্যে যুবদলের নেতৃত্বস্থানীয় ব্যক্তিদের মব সৃষ্টি ও উস্কানিমূলক বক্তব্য দিতে দেখা যাওয়ার বিষয়টি বিশেষভাবে উদ্বেগজনক।

বাংলাদেশের সংবিধানের ৩৭ অনুচ্ছেদে শান্তিপূর্ণভাবে সমবেত হওয়ার এবং ৩৮ অনুচ্ছেদে সংগঠন করার অধিকার স্বীকৃত হয়েছে। একইভাবে, আন্তর্জাতিক নাগরিক ও রাজনৈতিক অধিকার সনদ (আইসিসিপিআর)-এর ২১ অনুচ্ছেদে শান্তিপূর্ণ সমাবেশের অধিকার এবং ২২ অনুচ্ছেদে সংগঠনের স্বাধীনতা স্বীকৃত হয়েছে। এসব অধিকার গণতান্ত্রিক সমাজে রাজনৈতিক অংশগ্রহণ ও মতপ্রকাশের অন্যতম ভিত্তি।

উল্লেখ্য, জাসদ বাংলাদেশের দীর্ঘদিনের একটি ঐতিহ্যবাহী রাজনৈতিক দল। বহুত্ববাদ গণতন্ত্রের একটি গুরুত্বপূর্ন বৈশিষ্ট্য, ভিন্ন মত ও তার প্রতি যথাযথ সম্মান প্রদর্শন গণতন্ত্রের একটি মৌলিক স্তম্ভ। আইন দ্বারা নিষিদ্ধ না থাকলে যেকোনো দলের শান্তিপূর্ণ সাংগঠনিক কর্মকাণ্ড পরিচালনার অধিকারকে সম্মান করতে হবে। একটি রাজনৈতিক দলের নিজস্ব কার্যালয়ে পূর্বনির্ধারিত সভা চলাকালে এ ধরনের হামলা ও মব সৃষ্টি শুধু সংশ্লিষ্ট দলের অধিকারকেই ক্ষুন্ন করে না, বরং দেশের গণতান্ত্রিক রাজনৈতিক পরিসরের জন্যও একটি উদ্বেগজনক নজির।

আইন ও সালিশ কেন্দ্র (আসক), জাসদ কার্যালয়ে হামলা, মব সৃষ্টি ও রাজনৈতিক কর্মীদের লাঞ্ছিত করার অভিযোগের দ্রুত, নিরপেক্ষ ও স্বচ্ছ তদন্ত দাবি করছে। গণমাধ্যমে প্রচারিত ভিডিও ফুটেজসহ ঘটনাটির সঙ্গে সংশ্লিষ্ট সব তথ্য-উপাত্ত পর্যালোচনা করে হামলা, উস্কানি, সহিংসতা বা আইন নিজের হাতে তুলে নেওয়ার সঙ্গে জড়িত ব্যক্তিদের রাজনৈতিক পরিচয় নির্বিশেষে আইনের আওতায় আনতে হবে।
