Ain o Salish Kendra (ASK) strongly condemns and expresses deep concern over the midnight attack, looting and vandalism at the RADDA MCH-FP Centre in Mirpur-1, Dhaka, followed by the demolition of its buildings using heavy machinery. The destruction of a healthcare facility that has provided services to low-income communities, particularly women and children, for nearly five decades is a grave and unacceptable incident.

According to media reports, on the night of 25 September, a group of approximately 200–250 people entered the healthcare centre, tied up two security guards, looted medicines, vaccines, medical equipment and other supplies, and subsequently demolished one permanent and three semi-permanent buildings using heavy machinery. Since 1974, the centre had been providing maternal and child healthcare, reproductive health services, family planning and vaccination, among other essential services. The destruction has therefore severely disrupted access to vital healthcare for the local community.

Of particular concern to ASK is the apparent inaction of the law enforcement authorities. Media reports indicate that the centre is located close to a police station and that the police were informed during the attack. The fact that such a large group could hold security personnel hostage, carry out looting and demolish buildings with heavy machinery over an extended period raises serious questions. An impartial investigation must establish when the police received the information, what measures they took and why the destruction could not be prevented despite their reported presence at the scene. If negligence or inaction is established, the officials concerned must also be held accountable.

ASK demands that not only those directly involved in the attack and demolition but also the planners, instigators and those who supported the operation be identified and brought to justice. The role of the law enforcement authorities must also be independently investigated and accountability established. Furthermore, the government must take effective measures to promptly restore the healthcare centre’s operations and ensure access to healthcare for women, children and the wider community.

ASK believes that this incident in Mirpur is not merely the destruction of a healthcare facility; it is also directly linked to the rule of law, public safety and state accountability. An impartial investigation and visible accountability are essential to address this incident.

মিরপুরে স্বাস্থ্যসেবা কেন্দ্র গুঁড়িয়ে দেওয়ার ঘটনায় আইন ও সালিশ কেন্দ্র ( আসক) এর তীব্র নিন্দা ও উদ্বেগ

রাজধানীর মিরপুর-১-এর রাড্ডা এমসিএইচ-এফপি সেন্টারে মধ্যরাতে হামলা, লুটপাট ও ভাঙচুরের পর ভারী যন্ত্রপাতি দিয়ে ভবন গুঁড়িয়ে দেওয়ার ঘটনায় আইন ও সালিশ কেন্দ্র (আসক) তীব্র নিন্দা ও গভীর উদ্বেগ জানাচ্ছে। প্রায় পাঁচ দশক ধরে নিম্নআয়ের মানুষের, বিশেষ করে নারী ও শিশুদের স্বাস্থ্যসেবা দিয়ে আসা একটি প্রতিষ্ঠানের ভবন  এভাবে ধ্বংস করে দেওয়া অত্যন্ত গুরুতর ও অগ্রহণযোগ্য ঘটনা।

গণমাধ্যমে প্রকাশিত তথ্য অনুযায়ী, ২৫ সেপ্টেম্বর দিবাগত রাতে প্রায় ২০০ থেকে ২৫০ জনের একটি দল স্বাস্থ্যকেন্দ্রে প্রবেশ করে দুই নিরাপত্তাকর্মীকে বেঁধে রেখে ওষুধ, টিকা ও চিকিৎসা সরঞ্জামসহ বিভিন্ন সামগ্রী লুট করে এবং পরে ভারী যন্ত্রপাতি দিয়ে একটি পাকা ও তিনটি আধাপাকা ভবন গুঁড়িয়ে দেয়। ১৯৭৪ সাল থেকে সেন্টারটি মাতৃ ও শিশুসেবা, প্রজনন স্বাস্থ্য, পরিবার পরিকল্পনা ও টিকাদানসহ বিভিন্ন সেবা দিয়ে আসছিল। ফলে এ ধ্বংসযজ্ঞে সাধারণ মানুষের প্রয়োজনীয় স্বাস্থ্যসেবা মারাত্মকভাবে ব্যাহত হয়েছে।

আইন ও সালিশ কেন্দ্র (আসক) এর কাছে সবচেয়ে উদ্বেগের বিষয় হলো আইনশৃঙ্খলা বাহিনীর নীরব ভূমিকা। ঘটনাস্থল থানার সন্নিকটে এবং হামলার সময় পুলিশকে খবর দেওয়া হয়েছিল বলে গণমাধ্যমে প্রকাশিত হয়েছে। এত বিপুলসংখ্যক মানুষ কীভাবে নিরাপত্তাকর্মীদের জিম্মি করে লুটপাট চালিয়ে দীর্ঘ সময় ধরে ভারী যন্ত্রপাতি দিয়ে ভবন গুঁড়িয়ে দিতে পারল-তা গুরুতর প্রশ্ন তৈরি করে। পুলিশ কখন খবর পেয়েছে, কী ব্যবস্থা নিয়েছে এবং ঘটনাস্থলে উপস্থিত থাকার পরও কেন ধ্বংসযজ্ঞ বন্ধ করা যায়নি, তা নিরপেক্ষ তদন্তের মাধ্যমে স্পষ্ট করতে হবে। দায়িত্বে অবহেলা বা নিষ্ক্রিয়তা প্রমাণিত হলে সংশ্লিষ্টদেরও জবাবদিহির আওতায় আনতে হবে।

আইন ও সালিশ কেন্দ্র (আসক) দাবি করছে, হামলা ও ধ্বংসের সঙ্গে জড়িত ব্যক্তিদের পাশাপাশি পরিকল্পনাকারী, নির্দেশদাতা ও পৃষ্ঠপোষকদেরও শনাক্ত করে আইনের আওতায় আনতে হবে। একই সঙ্গে আইনশৃঙ্খলা বাহিনীর ভূমিকা স্বাধীনভাবে তদন্ত করে দায় নির্ধারণ করতে হবে।পাশাপাশি ধ্বংসপ্রাপ্ত স্বাস্থ্যকেন্দ্রের কার্যক্রম দ্রুত পুনঃস্থাপন এবং নারী, শিশু ও সাধারন  মানুষের স্বাস্থ্যসেবা নিশ্চিত করতে সরকারকে কার্যকর উদ্যোগ নিতে হবে।

আইন ও সালিশ কেন্দ্র (আসক) মনে করে, মিরপুরের এই ঘটনা শুধু একটি স্বাস্থ্যকেন্দ্র ধ্বংসের ঘটনা নয়; এটি আইনের শাসন, নাগরিক নিরাপত্তা এবং রাষ্ট্রের জবাবদিহির সঙ্গে সরাসরি সম্পর্কিত। এ ঘটনায় নিরপেক্ষ তদন্ত ও দৃশ্যমান জবাবদিহি নিশ্চিত করা জরুরি।
