A recently circulated video on social media shows several individuals forcibly cutting the hair and knots of a passerby in public. Ain o Salish Kendra (ASK) expresses its deep concern over this incident, terming such acts as completely inhumane, unlawful, and a clear violation of the Constitution and fundamental human rights.

Article 31 of the Constitution of Bangladesh guarantees every citizen the right to live with dignity under the protection of law. Article 32 ensures the right to life and personal liberty, while Article 35 prohibits cruel, inhuman, or degrading treatment of any individual. Forcibly cutting a person’s hair in public not only violates the victim’s fundamental rights and personal liberty but also directly undermines their dignity. Such incidents create an environment of fear, intimidation, and insecurity in society.

ASK firmly believes that such acts are contrary to the rule of law and human rights in Bangladesh. It is therefore imperative to promptly identify those responsible and bring them under legal accountability. At the same time, the State must ensure that no citizen is subjected to such humiliation and unlawful treatment in the future.

প্রকাশ্যে চুল কেটে দেওয়ার ঘটনায় আইন ও সালিশ কেন্দ্র (আসক) এর উদ্বেগ

সম্প্রতি সামাজিক যোগাযোগ মাধ্যমে ছড়িয়ে পড়া একটি ভিডিওতে দেখা গেছে, কয়েকজন ব্যক্তি প্রকাশ্যে একজন পথচারীর চুল ও চুলের জট জোরপূর্বক কেটে দিচ্ছে। এ ঘটনায় আইন ও সালিশ কেন্দ্র (আসক) গভীর উদ্বেগ প্রকাশ করছে এবং পাশাপাশি এ ধরনের আচরণ সম্পূর্ণ অমানবিক, বেআইনি এবং সংবিধান ও মানবাধিকারের সুস্পষ্ট লঙ্ঘন।

বাংলাদেশের সংবিধানের অনুচ্ছেদ ৩১ প্রতিটি নাগরিককে আইনের আশ্রয়ে মর্যাদাপূর্ণ জীবনযাপনের অধিকার দিয়েছে। অনুচ্ছেদ ৩২ জীবন ও ব্যক্তিস্বাধীনতার নিশ্চয়তা প্রদান করেছে এবং অনুচ্ছেদ ৩৫ কারও প্রতি নিষ্ঠুর, অমানবিক বা অবমাননাকর আচরণ নিষিদ্ধ করেছে। প্রকাশ্যে জোর করে চুল কেটে দেওয়া কেবল ভুক্তভোগীর মৌলিক অধিকার ও ব্যক্তিস্বাধীনতার লঙ্ঘন নয়, বরং তার মর্যাদার ওপর সরাসরি আঘাত। এ ধরনের ঘটনা সমাজে ভীতি, আতঙ্ক ও নিরাপত্তাহীনতার পরিবেশ সৃষ্টি করছে।

আইন ও সালিশ কেন্দ্র (আসক) দৃঢ়ভাবে মনে করে, এ ধরনের ঘটনা বাংলাদেশে আইনের শাসন ও মানবাধিকারের পরিপন্থী। তাই দায়ীদের দ্রুত চিহ্নিত করে আইনগত ব্যবস্থা গ্রহণ করা প্রয়োজন। একই সঙ্গে রাষ্ট্রকে নিশ্চিত করতে হবে যে ভবিষ্যতে আর কোনো নাগরিক এমন অবমাননা ও বেআইনি আচরণের শিকার না হন।
