Ain o Salish Kendra (ASK) expresses deep concern over the recent public statement made by the Commissioner of the Chattogram Metropolitan Police (CMP), in which he instructed police personnel to carry out “brush fire using sub-machine guns (SMGs)” upon sighting armed criminals. ASK believes that such a directive is extremely alarming and amounts to encouraging extrajudicial killings, which is contrary to the Constitution of Bangladesh, the rule of law and international human rights standards.

According to reports published in the media, on 11 November 2025, CMP Commissioner Hasib Aziz instructed members of the police force to open fire immediately upon seeing any suspected individual. The instruction was reportedly conveyed verbally via wireless communication to both patrol units and police stations on Tuesday afternoon.

Ain o Salish Kendra (ASK) would like to remind all concerned that Articles 31 and 32 of the Constitution of Bangladesh guarantee the right to life and the right to protection of law for all citizens. Issuing orders to shoot or kill suspected individuals without due legal process is in no way acceptable, regardless of the nature of the alleged offence.

ASK strongly asserts that the government must immediately take appropriate action regarding such statements. At the same time, clear and unequivocal guidance must be provided to members of law enforcement agencies regarding their constitutional obligations and human rights responsibilities. The government must categorically state that directives or practices encouraging extrajudicial killings or the use of lethal force without due process have no place within the state’s legal and policy framework.

Ain o Salish Kendra (ASK) firmly believes that the foremost duty of the state is to protect the life and dignity of its citizens. Statements of this nature by the Chattogram Police Commissioner run counter to responsible administrative conduct and fundamentally challenge the principles of justice and human rights. ASK considers it imperative that such remarks be immediately withdrawn; otherwise, the continuation of such attitudes or directives may lead to loss of life and further incidents of extrajudicial actions, posing a serious threat to democracy and the rule of law.

সম্প্রতি অস্ত্রধারী সন্ত্রাসীদের দেখামাত্র সাবমেশিন গান (এসএমজি) দিয়ে ব্রাশফায়ার করার’ নির্দেশ দিয়েছেন চট্টগ্রাম মেট্রোপলিটন পুলিশ (সিএমপি) কমিশনার। আইন ও সালিশ কেন্দ্র (আসক) পুলিশ কমিশনারের এ বক্তব্যে গভীর উদ্বেগ প্রকাশ করছে। পাশাপাশি, এই ধরনের নির্দেশ সরাসরি বিচারবহির্ভূত হত্যাকাণ্ডকে উৎসাহিত করার শামিল, যা সংবিধান, আইনের শাসন ও আন্তর্জাতিক মানবাধিকার মানদণ্ডের পরিপন্থী বলে মনে করে।

গণমাধ্যমে প্রকাশিত সংবাদসূত্রে জানা যায়, গত ১১ নভেম্বর ২০২৫ তারিখে চট্টগ্রাম মেট্রোপলিটন পুলিশ (সিএমপি) কমিশনার হাসিব আজিজ সন্দেহভাজন কাউকে দেখলেই গুলি করার নির্দেশ দেন পুলিশ বাহিনীকে। মঙ্গলবার দুপুরে ওয়্যারলেস বার্তায় টহল ও থানা পুলিশকে একযোগে মৌখিকভাবে এ নির্দেশনা দেন তিনি।

আইন ও সালিশ কেন্দ্র (আসক) সংশ্লিষ্ট সকলকে মনে করিয়ে দিতে চায়, বাংলাদেশ সংবিধানের ৩১ ও ৩২ অনুচ্ছেদে নাগরিকের জীবনের অধিকার এবং আইনের আশ্রয় পাওয়ার নিশ্চয়তা দেওয়া হয়েছে। সন্দেহভাজন অপরাধীকেও আইনি প্রক্রিয়া ব্যতীত হত্যা বা গুলি চালানোর নির্দেশ কোনোভাবেই গ্রহণযোগ্য নয়।

আইন ও সালিশ কেন্দ্র (আসক) জোর দিয়ে বলছে, এই ধরনের বক্তব্যের বিষয়ে সরকারকে অবিলম্বে যথাযথ ব্যবস্থা নিতে হবে। একই সঙ্গে আইনশৃঙ্খলা বাহিনীর দায়িত্বশীল সদস্যদের মানবাধিকার ও সংবিধানসম্মত দায়িত্ব পালন সম্পর্কে যথাযথ বার্তা প্রদান করতে হবে। সরকারকে স্পষ্টভাবে জানাতে হবে যে, বিচারবহির্ভূত হত্যাকাণ্ড বা গুলি চালানোর নির্দেশ রাষ্ট্রের নীতি ও আইনি কাঠামোর সঙ্গে কোনোভাবেই সামঞ্জস্যপূর্ণ নয়।

আইন ও সালিশ কেন্দ্র (আসক) দৃঢ়ভাবে বিশ্বাস করে, রাষ্ট্রের প্রথম ও প্রধান দায়িত্ব হলো নাগরিকের জীবন ও মর্যাদা রক্ষা করা। চট্টগ্রাম পুলিশ কমিশনারের এ ধরনের বক্তব্য দায়িত্বশীল প্রশাসনিক আচরণের পরিপন্থী এবং ন্যায়বিচার ও মানবাধিকারের মৌলিক নীতিকে চ্যালেঞ্জ করে। আসক মনে করে, এই বক্তব্য অবিলম্বে প্রত্যাহার করতে হবে, অন্যথায় এমন নির্দেশ বা মনোভাব ভবিষ্যতে প্রাণহানি ও বিচারবহির্ভূত ঘটনার আশঙ্কা সৃষ্টি করতে পারে, যা গণতান্ত্রিক রাষ্ট্র ও আইনের শাসনের জন্য অপ্রত্যাশিত।
