Ain o Salish Kendra (ASK) expresses deep concern and strong condemnation over the incident in Daulatpur upazila of Kushtia, where on 11 April 2026, a man labelled as a ‘Pir’ was subjected to a coordinated mob attack, beaten and hacked to death following allegations of blasphemy. The attackers also vandalised and set fire to his shrine.

According to media reports, tensions were triggered locally by an old video circulated on social media, which later escalated into severe violence. Despite the presence of law enforcement agencies, their failure to bring the situation under control has emerged as another matter of serious concern.

ASK believes that the Constitution of Bangladesh guarantees every citizen’s right to life, liberty and security. Article 32 clearly states that no person shall be deprived of life or personal liberty except in accordance with law. Similarly, Article 31 ensures every citizen’s right to protection of the law and equal protection. In this context, any action taken outside legal processes, particularly by mobs in the name of public sentiment-constitutes a direct violation of the Constitution and undermines the rule of law.

Such brutal attacks and killings raise serious questions about the effectiveness of the country’s law enforcement system. It is particularly concerning that, during the previous interim period, organised mobs—reportedly incited by unidentified actors, carried out a series of attacks on Sufi shrines, mazars and religious establishments. These incidents involved vandalism, arson and mob killings, representing grave human rights violations. The failure to effectively prevent and stop such violence at that time appears to have increased the risk of recurrence in the present context.

ASK firmly believes that justice cannot be ensured in a democratic society without the establishment of the rule of law. The culture of taking the law into one’s own hands in the name of ‘mob justice’ cannot be tolerated, as it fosters fear, instability and a culture of impunity in society.

In this context, ASK strongly urges that all individuals directly and indirectly involved in this heinous killing in Kushtia be promptly identified through an impartial and transparent investigation and brought to justice, ensuring exemplary punishment to deter future incidents. At the same time, it is essential to identify those involved in inciting violence through provocative, misleading or hate-based content on social media and take appropriate legal action against them.

ASK further emphasises that, to prevent such incidents of mob violence in the future, it is crucial to strengthen the capacity of law enforcement agencies, ensure rapid response mechanisms and enhance their operational effectiveness. It is also necessary to ensure administrative accountability and take effective measures so that no individual or group can exploit religious sensitivities to take the law into their own hands.

কুষ্টিয়ায় পিটিয়ে হত্যা ও দরবারে  হামলার ঘটনায় আইন ও সালিশ কেন্দ্র (আসক) এর গভীর উদ্বেগ, নিন্দা এবং দৃষ্টান্তমূলক শাস্তির দাবি

কুষ্টিয়ার দৌলতপুর উপজেলায় ধর্ম অবমাননার অভিযোগকে কেন্দ্র করে ১১ এপ্রিল ২০২৬ তারিখে এক ব্যক্তিকে ‘পীর’ আখ্যা দিয়ে তাঁর ওপর সংঘবদ্ধ হামলা চালিয়ে পিটিয়ে ও কুপিয়ে হত্যা এবং তাঁর দরবারে ভাঙচুর ও অগ্নিসংযোগের ঘটনায় গভীর উদ্বেগ ও তীব্র নিন্দা জানাচ্ছে আইন ও সালিশ কেন্দ্র (আসক)।

গণমাধ্যমে প্রকাশিত তথ্য অনুযায়ী, সামাজিক যোগাযোগমাধ্যমে প্রচারিত একটি পুরোনো ভিডিওকে কেন্দ্র করে স্থানীয়ভাবে উত্তেজনা সৃষ্টি হয় এবং পরবর্তীতে তা ভয়াবহ সহিংসতায় রূপ নেয়। আইনশৃঙ্খলা রক্ষাকারী বাহিনীর উপস্থিতি থাকা সত্ত্বেও পরিস্থিতি নিয়ন্ত্রণে ব্যর্থতা এ ঘটনার আর একটি উদ্বেগজনক দিক হিসেবে প্রতীয়মান হয়েছে।

আইন ও সালিশ কেন্দ্র (আসক) মনে করে, বাংলাদেশের সংবিধান প্রত্যেক নাগরিকের জীবন, স্বাধীনতা ও নিরাপত্তার অধিকার নিশ্চিত করেছে। সংবিধানের ৩২ অনুচ্ছেদে “আইনানুগ প্রক্রিয়া ব্যতিরেকে কোনো ব্যক্তিকে জীবন বা ব্যক্তিস্বাধীনতা থেকে বঞ্চিত করা যাবে না” বলে স্পষ্টভাবে উল্লেখ রয়েছে। একইভাবে ৩১ অনুচ্ছেদে প্রত্যেক নাগরিকের আইনের আশ্রয় লাভ ও আইনের সমান সুরক্ষার অধিকার নিশ্চিত করা হয়েছে। এ বাস্তবতায় কোনো অভিযোগ বা মতবিরোধের ক্ষেত্রে আইনি প্রক্রিয়ার বাইরে গিয়ে সংঘবদ্ধ জনতার  নামে   এ ধরনের কর্মকাণ্ড  কার্যত সংবিধানের সরাসরি লঙ্ঘন এবং আইনের শাসনের পরিপন্থী।

এ ধরনের নৃশংস হামলা ও হত্যাকাণ্ড রাষ্ট্রের আইনশৃঙ্খলা রক্ষা ব্যবস্থার কার্যকারিতা নিয়ে প্রশ্ন তোলে। বিশেষভাবে উদ্বেগের বিষয় হলো, বিগত অন্তর্বর্তী সরকারের সময় অজ্ঞাত ইন্ধনে পরিকল্পিতভাবে  মব তৈরি করে সুফি সাধক, মাজার ও ধর্মীয় আস্তানাগুলোর ওপর ধারাবাহিক হামলা চালিয়েছে। সেসব ঘটনায় ভাঙচুর, অগ্নিসংযোগ এবং পিটিয়ে হত্যার মতো চরম মানবাধিকার লঙ্ঘনের ঘটনা ঘটেছে। সে সময় এসব সহিংসতা প্রতিরোধ ও বন্ধে রাষ্ট্রের ব্যর্থতা আজকের বাস্তবতায় পুনরাবৃত্তির ঝুঁকি বাড়িয়েছে বলে প্রতীয়মান হয়।

আইন ও সালিশ কেন্দ্র (আসক) দৃঢ়ভাবে বিশ্বাস করে যে, আইনের শাসন প্রতিষ্ঠা ব্যতীত একটি গণতান্ত্রিক সমাজে ন্যায়বিচার নিশ্চিত করা সম্ভব নয়। কোনোভাবেই ‘মব’ এর নামে  বা জনতার হাতে আইন তুলে নেওয়ার সংস্কৃতি মেনে নেওয়া যায় না; বরং এ ধরনের প্রবণতা সমাজে ভয়, অস্থিরতা এবং বিচারহীনতার সংস্কৃতিকে প্রাতিষ্ঠানিক রূপ দেয়।

এই প্রেক্ষাপটে আইন ও সালিশ কেন্দ্র (আসক) জোরালো আহ্বান জানাচ্ছে যে, কুষ্টিয়ার এ নৃশংস হত্যাকাণ্ডে প্রত্যক্ষ ও পরোক্ষভাবে জড়িত সকলকে নিরপেক্ষ ও স্বচ্ছ তদন্তের মাধ্যমে দ্রুত শনাক্ত করে আইনের আওতায় আনা হোক এবং তাদের বিরুদ্ধে দৃষ্টান্তমূলক শাস্তি নিশ্চিত করা হোক, যাতে ভবিষ্যতে কেউ এ ধরনের সহিংসতায় উৎসাহিত না হয়। একইসঙ্গে সামাজিক যোগাযোগমাধ্যমে উসকানিমূলক, বিভ্রান্তিকর বা বিদ্বেষমূলক কনটেন্ট প্রচারের মাধ্যমে সহিংসতা উসকে দেওয়ার সঙ্গে জড়িতদেরও চিহ্নিত করে যথাযথ আইনগত ব্যবস্থা গ্রহণ করা জরুরি।

আইন ও সালিশ কেন্দ্র (আসক) আরও মনে করে, ভবিষ্যতে এ ধরনের মব সহিংসতা প্রতিরোধে আইনশৃঙ্খলা রক্ষাকারী বাহিনীর সক্ষমতা বৃদ্ধি, দ্রুত প্রতিক্রিয়া নিশ্চিত করা এবং তৎপরতা জোরদার করা অপরিহার্য। ধর্মীয় সংবেদনশীলতাকে পুঁজি করে যাতে কোনো ব্যক্তি বা গোষ্ঠী আইন নিজের হাতে তুলে নিতে না পারে, সে লক্ষ্যে প্রশাসনিক জবাবদিহি ও কার্যকর পদক্ষেপ নেওয়া প্রয়োজন।
