Ain o Salish Kendra (ASK) expresses deep concern and strong condemnation over the killing of two Bangladeshi nationals by members of the Indian Border Security Force (BSF) at the Kasba border in Brahmanbaria.

ASK believes that even where an individual is alleged to have attempted to cross the border unlawfully or to have been involved in smuggling or any other offence, there are established legal procedures through which such allegations can be addressed. The extrajudicial killing of individuals through the direct use of lethal force is unacceptable under any circumstances. In many countries around the world, irregular border crossings and violations of border regulations occur; however, the use of deadly force is not regarded as a routine or acceptable response. In accordance with the fundamental principles of human rights and international law, the protection of life must remain the foremost consideration.

According to ASK’s statistics, at least six Bangladeshi nationals were killed by gunfire or torture allegedly carried out by the Indian Border Security Force in border areas between January and 9 May 2026. The continued use of lethal force and the resulting deaths and injuries along the Bangladesh–India border have long constituted a serious human rights concern. Although assurances and commitments have repeatedly been made by various levels of the Indian authorities regarding the prevention of border killings, incidents involving shootings and loss of life continue to occur, which is deeply troubling.

ASK urges the Government of Bangladesh to raise the issue of border killings with the highest priority in bilateral and diplomatic discussions. At the same time, ASK calls upon the Government of India to take effective and visible measures to end the use of lethal weapons at the border, ensure accountability and uphold human rights standards in border management. ASK also appeals to human rights organisations, civil society groups and democratic forces in India to play a constructive role in engaging with their government and building public awareness to end the inhumane and disproportionate use of force, including the practice of shooting individuals at the border.

ASK believes that ending border killings is essential in the interest of the friendly relations between Bangladesh and India, regional stability and shared humanitarian values. Borders should never become places where human lives are lost; rather, they should reflect the principles of the rule of law, humanity and mutual respect.

ব্রাহ্মণবাড়িয়ার কসবা সীমান্তে ভারতীয় সীমান্তরক্ষী বাহিনী (বিএসএফ)-এর গুলিতে দুই বাংলাদেশি নিহত হওয়ার ঘটনায় আইন ও সালিশ কেন্দ্র (আসক) গভীর উদ্বেগ, তীব্র নিন্দা জানাচ্ছে।

আইন ও সালিশ কেন্দ্র (আসক) মনে করে, কোনো ব্যক্তি সীমান্ত অতিক্রমের চেষ্টা করলে কিংবা চোরাচালান বা অন্য কোনো অপরাধে জড়িত থাকার অভিযোগ থাকলেও তার বিরুদ্ধে যথাযথ আইনগত প্রক্রিয়া অনুসরণের সুযোগ রয়েছে। বিচারবহির্ভূতভাবে সরাসরি গুলি করে হত্যা কোনোভাবেই গ্রহণযোগ্য হতে পারে না। পৃথিবীর বহু দেশের সীমান্তে অনিয়মিত প্রবেশ বা সীমান্ত আইন লঙ্ঘনের ঘটনা ঘটলেও প্রাণঘাতী শক্তি প্রয়োগকে সাধারণ বা গ্রহণযোগ্য পদ্ধতি হিসেবে দেখা যায় না। মানবাধিকার ও আন্তর্জাতিক আইনের মৌলিক নীতিমালা অনুযায়ী জীবন রক্ষার বাধ্যবাধকতা সর্বাগ্রে বিবেচিত হওয়া প্রয়োজন।

আইন ও সালিশ কেন্দ্র (আসক) এর পরিসংখ্যান অনুযায়ী, ২০২৬ সালের জানুয়ারী থেকে ৯ মে পর্যন্ত কমপক্ষে ৬ জন বাংলাদেশী নাগরিক সীমান্ত এলাকায় ভারতীয় সীমান্ত রক্ষীবাহিনী কর্তৃক গুলি ও নির্যাতনে নিহত হয়েছে। বাংলাদেশ-ভারত সীমান্তে প্রাণঘাতী বলপ্রয়োগ ও গুলিতে হতাহতের ঘটনা দীর্ঘদিন ধরেই একটি উদ্বেগজনক মানবাধিকার সংকট হিসেবে বিদ্যমান। সীমান্ত হত্যা বন্ধে ভারতীয় কর্তৃপক্ষের বিভিন্ন পর্যায় থেকে বারংবার আশ্বাস ও প্রতিশ্রুতির কথা শোনা গেলেও বাস্তবে সীমান্তে গুলি ও প্রাণহানির ঘটনা বন্ধ হচ্ছে না, যা গভীর উদ্বেগের।

আইন ও সালিশ কেন্দ্র (আসক) বাংলাদেশ সরকারকে দ্বিপাক্ষিক ও কূটনৈতিক আলোচনায় সীমান্ত হত্যা বিষয়টিকে সর্বোচ্চ গুরুত্বের সঙ্গে উপস্থাপনের আহ্বান জানাচ্ছে। একইসঙ্গে সীমান্তে প্রাণঘাতী অস্ত্রের ব্যবহার বন্ধ, দায়বদ্ধতা নিশ্চিত এবং মানবাধিকারসম্মত আচরণ নিশ্চিত করতে কার্যকর ও দৃশ্যমান পদক্ষেপ গ্রহণের জন্য ভারত সরকারের প্রতি আহ্বান জানাচ্ছে।পাশাপাশি, ভারতের মানবাধিকার সংগঠন, নাগরিক সমাজ ও গণতান্ত্রিক শক্তিগুলোর প্রতিও আসক আহ্বান জানায়-তারা যেন সীমান্তে সরাসরি গুলি করে হত্যার মতো অমানবিক ও অসামঞ্জস্যপূর্ণ বলপ্রয়োগ বন্ধে নিজ নিজ সরকারের সঙ্গে গঠনমূলক সংলাপ ও জনমত তৈরিতে কার্যকর ভূমিকা রাখে।

আইন ও সালিশ কেন্দ্র (আসক) মনে করে, বাংলাদেশ ও ভারতের মধ্যকার বন্ধুত্বপূর্ণ সম্পর্ক, আঞ্চলিক স্থিতিশীলতা এবং মানবিক মূল্যবোধের স্বার্থে সীমান্তে হত্যা বন্ধ হওয়া জরুরি। সীমান্ত কখনোই মানুষের জীবনহানির ক্ষেত্র হতে পারে না; বরং তা হওয়া উচিত আইনের শাসন, মানবিকতা এবং পারস্পরিক শ্রদ্ধাবোধের প্রতিফলন।
