৩০ আগস্ট আন্তর্জাতিক গুম বা বলপূর্বক অন্তর্ধান প্রতিরোধ দিবসের প্রাক্কালে আইন ও সালিশ কেন্দ্র (আসক) বাংলাদেশ সরকার ও জাতীয় মানবাধিকার কমিশনের কাছে নিম্নলিখিত দাবি জানাচ্ছে-
সরকারের কাছে:
১. গুমের শিকার সকল নিখোঁজ ব্যক্তিকে অনতিবিলম্বে খুঁজে বের করে তাদের পরিবারের কাছে ফিরিয়ে দেয়া;
২. এ সংক্রান্ত অভিযোগ দায়েরের জন্য একটি ব্যবস্থা প্রতিষ্ঠা করা এবং তা ব্যাপকভাবে প্রচার করা;
৩. গুমের ঘটনা প্রতিরোধে এবং ভুক্তভোগী ও প্রতিটি গুমের অভিযোগের সুষ্ঠু তদন্ত নিশ্চিতে স্বাধীন ও নিরপেক্ষ কমিশন গঠন;
৪. দায়ীদের বিচারের সম্মুখীন করে বিরুদ্ধে শাস্তিমূলক ব্যবস্থা গ্রহণ এবং গুমের শিকার ব্যক্তি ও তাঁর পরিবারের যথাযথ পুনর্বাসন ও নিরাপত্তা নিশ্চিত করে ন্যায়বিচার প্রতিষ্ঠা করা;
৫. গুম সংক্রান্ত আন্তর্জাতিক সনদ স্বাক্ষর করা;
৬. গুমের মতো গুরুতর মানবাধিকার লঙ্ঘনের অভিযোগগুলোকে অঙ্গীকার না করে এ ধরণের ঘটনার বিচার নিশ্চিতে বিদ্যমান আইন কাঠামোতে পরিবর্তন আনা। ‘অপহরণ’ হিসেবে নয়, ‘গুম’কে সুনির্দিষ্ট অপরাধ হিসেবে আইনে অন্তর্ভূক্ত করা;
জাতীয় মানবাধিকার কমিশন-এর কাছে:
১. এ সংক্রান্ত অভিযোগগুলোর তথ্যানুসন্ধান করা। নিখোঁজদের খুঁজে বের করা এবং ভুক্তভোগিদের ন্যায়বিচার নিশ্চিত করার লক্ষ্যে কার্যকর ব্যবস্থা গ্রহণ করা। জাতীয় মানবাধিকার কমিশন আইন ২০০৯-এ এক্ষেত্রে কোনো আইনি বাধা থাকলে তা দ্রুততার সাথে দূরীকরণে সরকারের সাথে জোর যোগাযোগ চালিয়ে যাওয়া;
২. ভুক্তভোগী বা তাদের পরিবারকে আইনি ও নৈতিক সহায়তার উদ্যোগ গ্রহণ করা ;
৩. গুমের শিকার ব্যক্তিদের পরিবারসমূহের উত্থাপিত অভিযোগ নিয়ে একটি জাতীয় গুনানির আয়োজন করা।
