Deep Concern Over the Lives and Safety of Children: Ain o Salish Kendra (ASK)

Ain o Salish Kendra (ASK) expresses deep concern over the recovery of the body of 13-year-old child Ishayat Shahriar Opratim following his disappearance in Cumilla. Recent incidents across the country involving the recovery of children’s bodies after they went missing, rape and murder, torture and other forms of violence have raised serious concerns about children’s lives and safety.

According to statistics collected by Ain o Salish Kendra (ASK), the bodies of 36 children were recovered after they went missing between January and August 2026. During the same period, ASK recorded the deaths of 254 children in various incidents. Meanwhile, according to data from the Police Headquarters, 15,717 children were reported missing between January and July. Of them, 13,679 were recovered, while 2,038 children remain missing. However, the police have also noted that the figures may be misleading because missing-person records are not updated regularly.

Protecting children’s lives, safety and dignity is a fundamental responsibility of the State. Effective measures must be taken to fulfil this responsibility in accordance with the Constitution, the National Children Policy, the Children Act and Bangladesh’s international commitments. At the same time, it is essential to establish an integrated national information system that is regularly updated to provide an accurate picture of missing, recovered and still-missing children, identify patterns of risk and enable effective preventive measures.

“When a child’s body is recovered after they have gone missing, the incident cannot be treated merely as an isolated crime. An impartial and effective investigation must examine how the child went missing, what steps the relevant authorities took to locate the child, whether there was any negligence or lack of coordination, and who was involved in the crime,” said Tahmina Rahman, Executive Director of ASK.

Ain o Salish Kendra (ASK) demands prompt, impartial and transparent investigations into every recent case involving children who went missing and were subsequently found dead, including the case of Ishayat Shahriar Opratim, and calls for those responsible to be brought to justice. It also demands that the relevant authorities be held accountable if any negligence or failure in carrying out their responsibilities to locate missing children is established.

Ain o Salish Kendra (ASK) believes that the disappearance of a child followed by the recovery of their body can never be considered a normal situation. Ensuring a safe environment for children requires a prompt and effective response from state institutions, coordinated preventive measures and accountability.
