10 December marks International Human Rights Day. On this day in 1948, the United Nations General Assembly adopted the Universal Declaration of Human Rights (UDHR) with the aim of promoting and protecting human rights worldwide. The Declaration affirms that human rights are universal and apply equally to all people, regardless of place of birth, nationality, religion, race, belief, economic status or educational background. Every human being is born with these inherent rights. The 30 articles of the UDHR clearly outline the rights of individuals as well as the duties and responsibilities of the State. Since its adoption, this day has been observed globally as International Human Rights Day.

The theme of International Human Rights Day 2025 is “Human Rights: Our Everyday Essentials.” In alignment with this theme and on the eve of International Human Rights Day 2025, Ain o Salish Kendra (ASK) places the following demands to ensure the protection and promotion of people’s human rights:

1. Allegations of human rights violations by state agencies, including extrajudicial killings, enforced disappearances, torture and deaths in custody and acts beyond the lawful authority of law enforcement agencies must be promptly and impartially investigated and those responsible must be brought to justice through due legal process.
2. An independent commission must be formed to investigate all allegations of extrajudicial killings to date and ensure justice for the victims.
3. All allegations of enforced disappearances must be fully investigated and perpetrators must be held accountable through legal proceedings.
4. In cases of arrest or detention, the directives of the High Court must be strictly followed and any violations must result in accountability for all concerned parties.
5. Urgent measures must be taken to properly address allegations of false and fabricated cases and to ensure fair and timely resolution of such complaints.
6. The right of citizens to peaceful assembly must be respected. An enabling environment must be ensured for the exercise of peaceful assembly while taking necessary measures to avoid public inconvenience. At the same time, the use of force or intimidation against individuals expressing dissenting opinions must be strictly avoided.
7. Law enforcement agencies must operate within a professional framework, with their roles and mandates clearly defined and adhered to.
8. Existing discriminatory laws must be amended to ensure equal rights for women.
9. Adequate preventive measures must be taken to ensure that no violence occurs in the name of creating religious tension. Those involved in such acts must be brought to justice following fair and impartial investigations. The rights of religious minorities to practice their beliefs and customs, as well as their safety and security, must be ensured.
10. An enabling environment must be ensured for the free practice of arts and culture. Individuals involved in mob violence under the guise of religious identity, who vandalise historically significant sites and centres of art and literature, or harass women and dissenting voices, must be held accountable under the law.
11. In reconstituting the National Human Rights Commission and the Information Commission, an open, transparent and participatory process must be adopted for the appointment of the Chairpersons and members.
12. Effective steps must be taken to implement the Chittagong Hill Tracts Peace Accord.
13. To ensure a desired democratic system and the protection of human rights, the Election Commission must be developed as an independent, impartial and effective institution. Civil society organisations with experience in human rights, democracy and good governance should be included in election observation processes.
14. Welfare measures for migrant workers must be expanded, including the establishment of emergency helpline services at foreign missions to ensure their protection and support.
15. Finally, all obstacles to the free and unhindered functioning of human rights organisations must be removed and necessary support must be provided to enable them to carry out their work effectively.

আন্তর্জাতিক মানবাধিকার দিবস ২০২৫ এর প্রাক্কালে আইন ও সালিশ কেন্দ্র (আসক) এর দাবি

১০ ডিসেম্বর ২০২৫ বিশ্ব মানবাধিকার দিবস। বিশ্বব্যাপী মানবাধিকার রক্ষা ও উন্নয়নের লক্ষ্যে ১৯৪৮ সালের এ দিনে জাতিসংঘের সাধারণ পরিষদ মানবাধিকারের সর্বজনীন ঘোষণাপত্র গ্রহণ করে। এ ঘোষণার মাধ্যমে স্বীকৃত হয় মানবাধিকার সবার জন্য সমানভাবে প্রযোজ্য। জন্মস্থান, জাতি, ধর্ম, বর্ণ, বিশ্বাস, অর্থনৈতিক অবস্থা কিংবা শিক্ষাগত যোগ্যতা নির্বিশেষে মানবাধিকার সর্বজনীন ও সবার জন্য সমান। প্রতিটি মানুষ জন্মগতভাবেই এসব অধিকার লাভ করে। এ ঘোষণাপত্রের ৩০টি অনুচ্ছেদে প্রতিটি ব্যক্তির অধিকার ও রাষ্ট্রের দায়-দায়িত্বের বিষয়টি সুনির্দিষ্টভাবে উল্লেখ করা হয়েছে। এ ঘোষণাপত্র গ্রহণের দিনটি প্রতিবছর বিশ্বব্যাপী মানবাধিকার দিবস হিসেবে পালিত হয়ে আসছে। এ বছর দিবসটির প্রতিপাদ্য হচ্ছে- “ Human Rights: Our everyday essentials” বা “আমাদের দৈনন্দিন জীবনের ভিত্তি হোক মানবাধিকার”। এই প্রতিপাদ্যকে সামনে রেখে আন্তর্জাতিক মানবাধিকার দিবস ২০২৫ এর প্রাক্কালে জনগণের মানবাধিকার প্রতিষ্ঠায় আইন ও সালিশ কেন্দ্র (আসক) নিম্নোক্ত দাবি তুলে ধরছে:

১. রাষ্ট্রীয় বাহিনীর দ্বারা যে কোনো ধরনের মানবাধিকার লঙ্ঘনের ঘটনা যেমন- বিচার বহির্ভূত হত্যাকাণ্ড, গুমের অভিযোগ, হেফাজতে নির্যাতন ও মৃত্যু, আইন-শৃঙ্খলা বাহিনীর এখতিয়ার বহির্ভূত আচরণ ইত্যাদির অভিযোগ উঠলে তা দ্রুততার সাথে নিরপেক্ষভাবে তদন্ত করতে হবে এবং সম্পৃক্তদের যথাযথ আইনি প্রক্রিয়া অনুসরণ করে শাস্তি প্রদান করতে হবে।

২. এ পর্যন্ত সংঘটিত সকল বিচারবহির্ভূত হত্যাকাণ্ডের অভিযোগ তদন্তে নিরপেক্ষ কমিশন গঠন করে ন্যায়বিচার নিশ্চিত করতে হবে।

৩. এ পর্যন্ত যতগুলো গুমের অভিযোগ উত্থাপিত হয়েছে, তার প্রত্যেকটির যথাযথ তদন্ত সম্পূর্ণ করতে হবে এবং অপরাধীদের বিচারের আওতায় আনতে হবে।

৪. দেশের যে কোন নাগরিককে আটক বা গ্রেফতারের ক্ষেত্রে উচ্চ আদালতের নির্দেশনা সম্পূর্ণভাবে মেনে চলতে হবে এবং এর ব্যত্যয় ঘটলে সংশ্লিষ্ট সব পক্ষকে জবাবদিহিতার আওতায় আনতে হবে।

৫. মিথ্যা মামলা সংক্রান্ত যে অভিযোগসমূহ উঠেছে সেগুলো আমলে নিয়ে অভিযোগের যথাযথ নিষ্পত্তি নিশ্চিত করার জন্য জরুরি ভিত্তিতে পদক্ষেপ গ্রহণ করতে হবে।

৬. নাগরিকের সমবেত হওয়ার অধিকারের প্রতি শ্রদ্ধাশীল থাকতে হবে। শান্তিপূর্ণ সভা-সমাবেশের অধিকার যথাযথভাবে চর্চা করার পরিবেশ তৈরি এবং জনদূর্ভোগ এড়ানোর̈ জন্য প্রয়োজনীয় ব্যবস্থা গ্রহণ করতে হবে। পাশাপাশি ভিন্নমত প্রকাশকারীদের বিরুদ্ধে বলপ্রয়োগ কিংবা কোনো ধরণের ভীতি প্রদর্শন থেকে বিরত থাকতে হবে।

৭. আইন-শৃঙ্খলা রক্ষাকারী বাহিনীকে পেশাদারীত্বের আওতায় রেখে তাদের কর্ম-পরিধি নিশ্চিত করতে হবে।

৮. নারীর সমানাধিকার নিশ্চিত করতে বিদ্যমান বৈষম্যমূলক আইনগুলোতে পরিবর্তন আনতে হবে।

৯. ধর্মীয় উত্তেজনা তৈরি করে কোনো সহিংসতার ঘটনা না ঘটে তার জন্য পর্যাপ্ত সতর্কতামূলক ব্যবস্থা গ্রহণ করতে হবে। এ ধরনের কর্মকাণ্ডের সাথে জড়িতদের সুষ্ঠু তদন্তসাপেক্ষে বিচারের আওতায় নিয়ে আসতে হবে। ধর্মীয় সংখ্যালঘুদের নিজ বিশ্বাস ও রীতি চর্চার অধিকার এবং তাদের নিরাপত্তা নিশ্চিত করতে হবে।

১০. শিল্প সংস্কৃতি র চর্চা নির্বিঘ্নে করার পরিবেশ নিশ্চিত করতে হবে। তওহীদী জনতার নাম ধারণ করে মব সন্ত্রাস করে বাংলাদেশের ইতিহাসের সাথে সংশ্লিষ্ট বিভিন্ন গুরুত্বপূর্ণ স্থাপনা ও শিল্প-সাহিত্য চর্চা কেন্দ্র ভাংচুর, নারী ও ভিন্ন মতাবলম্বিদের হেনস্থাকারীদের বিচারের আওতায় আনতে হবে।

১১. জাতীয় মানবাধিকার কমিশন এবং তথ্য কমিশন পুনর্গঠনে কমিশনের প্রধান ও সদস্যদের নিয়োগের জন্য একটি উন্মুক্ত ও অংশগ্রহণমূলক পদ্ধতি গ্রহণ করতে হবে।

১২. পার্বত্য শান্তি চুক্তি বাস্তবায়নে যথাযথ পদক্ষেপ গ্রহণ করতে হবে।

১৩. কাঙ্ক্ষিত গণতান্ত্রিক ব্যবস্থা ও মানবাধিকার সুনিশ্চিত করতে নির্বাচন কমিশনকে স্বাধীন, নিরপেক্ষ ও কার্যকর প্রতিষ্ঠান হিসাবে গড়ে তুলতে প্রয়োজনীয় পদক্ষেপ গ্রহণ করতে হবে। নির্বাচন পর্যবেক্ষণে মানবাধিকার,গণতন্ত্র ও সুশাসন নিয়ে কাজ করার অভিজ্ঞতা রয়েছে এমন বেসরকারি প্রতিষ্ঠানগুলোকে অন্তর্ভুক্ত করতে হবে।

১৪. অভিবাসী শ্রমিকদের সুরক্ষা ও সহযোগিতায় বিদেশি দূতাবাসগুলোতে জরুরি হেল্পলাইন নম্বর চালুসহ অন্যান্য কল্যাণমূলক ব্যবস্থা বিস্তৃত করতে হবে।

১৫. সর্বোপরি, মানবাধিকার সংগঠনগুলোর কার্যক্রম নির্বিঘ্নে পরিচালনা করার জন্য সব ধরনের প্রতিবন্ধকতা দূর করতে হবে এবং প্রয়োজনীয় সহায়তা প্রদান করতে হবে।
